Jason Sands, MCIP RPP
Principal, Urban Planner
As a Principal with The Boulevard Group, Jason uses his professional land use planning and project management expertise to support public and private sector clients through both policy formulation to adoption and navigating development approvals processes. With 15 years of public sector experience, including in the capacity of Chief Administrative Officer in municipal government, clients rely on this deep understanding of the public sector development approvals landscape.
As a Registered Professional Planner, Jason has led complex development approvals, established key relations with public sector agencies and garnered a fulsome understanding of public administration in southeastern Ontario. Moreover, Jason has been qualified as an expert witness in land use planning at the Ontario Land Tribunal (OLT).
Mark Touw, MCIP RPP
Principal, Urban Planner
As a Principal with The Boulevard Group, Mark uses his professional land use planning and project management expertise to support public and private sector clients in a wide range of policy and development projects. With more than 15 years in the industry, clients trust and depend on Mark for his breadth and depth of experience across the land use planning spectrum, from rural to urban, and municipal or private-sector.
Throughout his career, Mark has successfully led multi-disciplinary teams as part of large-scale development projects, led public engagement initiatives, undertaken Official Plan reviews for municipal clients, and provided regular planning services and advice to a number of Eastern Ontario municipalities. Mark has also provided expert testimony before the Ontario Land Tribunal on numerous occasions.
Mark enjoys working for both public and private sector clients on a wide range of projects, and this experience provides him with a well-rounded perspective and practical approach to land use planning and community-building. Mark has been qualified as an expert witness in land use planning at the Ontario Land Tribunal (OLT).
Alex Adams
Principal and Managing Partner
Alex Adams is the Managing Partner of The Boulevard Group, bringing over two decades of experience in land use planning and development across both international and Canadian contexts. His career spans public and private sectors, including seven years with the City of Kingston’s planning division, where he gained in-depth knowledge of municipal planning processes and policy frameworks.
In the private sector, Alex has worked for residential developers and in commercial real estate, offering a well-rounded and strategic perspective on development projects of all scales.
Alex has been with The Boulevard Group since 2019, and manages company operations and provides strong project management oversight to a range of clients. He works closely with his Registered Professional Planner colleagues to deliver practical, informed guidance throughout the development approvals process.
